ThematuringShanghaiCooperationOrganization(SCO)nowhasthepotentialtobecomeanimportantstabilizerforEurasia.Asamultilateralinternationalmechanism,theSCOshouldbaseitscorevaluesona'EurasianDoctrine.'SuchadoctrineshouldtakeEurasiaasasinglegeopoliticalregion,aunitedgeo-economicspaceandabroadplatformformultipleculturalexchanges.TheSCO’sfutureagendashouldinclude:furtherdevelopmentasamulti-functionpolitical,economicandsecurityorganization;expansionfromaCentralAsia-basedsub-continentalcooperationorganizationtoaEurasiancooperationcommunity(withcountrieslikeIndia,Pakistan,Mongolia,AfghanistanandIranbecomingnewmembers)withanew'Eurasiandoctrine'definingitscorevalues.Overthepastdecadesinceitsestablishment,theSCOhasgraduallyshapeditssecurityideas,constructeditssystemoforganization,anddevelopedcooperationinvariousareas,thusexpandingitsinfluenceinthemoderninternationalsystem.Inthelongterm,however,theSCOshouldnotonlyremainasub-continentalsecurityandeconomiccooperationorganization,butshoulddevelopintoastabilizinginfluencetosustainprosperity,stability,andpeacefulcoexistencethroughouttheEurasiancontinent.
