保定市新农村规划建设研究
Research on the New Rural Plan and Construction-A Case Study on Baoding
【中文摘要】 近几年来,保定市按照中央经济工作会议和全国农村工作会议的要求和部署,深入研究加快新农村建设的办法,采取有效措施积极推进保定市的新农村建设,并取得一系列的成就,但是,距社会主义新农村建设目标还有一定的差距。本文总结了国内外农村规划建设的经验和教训,综合研究了已有的农村规划建设理论,结合作者参与保定市新农村规划建设的实践,针对保定市农村现状存在的问题,从保定地区的实际情况出发,对新农村规划建设应采取的方式方法、途径和原则以及村庄未来发展进行了探索和研究,希望用于指导保定市新农村规划建设的合理、有序发展,进而改善保定市农村居住环境和建设面貌,增强农村发展活力,提高村民的生活质量。本文可分为四个部分。第一部分(即一、二章节)提出了选题的背景及研究的意义,阐明了本文研究的目的、方法及主要内容,介绍了新农村规划建设的相关概念,同时对国内外农村的规划建设进行了合理的论述。第二部分(即第三章节)描述了保定地区新农村规划建设现状,提出了农村现状中存在的具体问题,第三部分(即第四章节)本部分首先总体概括了保定市新农村规划建设的任务、主要内容及设计原则及常用方法等方面,然后将保定分为东部平原和西部山区两个区.域,结合两个区域的现状经济发展及地势地貌,因地制宜的对新农村规划建设的各个因素进行综合分析,对新农村未来发展进行合理的探索,并提出了具体的可实施的规划措施。最后,探讨了如何加强农村管理体制的建设,以促进新农村规划建设的顺利进行。第四部分(即五、六章节)通过新农村规划建设实例,阐述了新农村建设的方法和原则,并对全文的内容进行了总结和概

【英文摘要】 In recent years,with the requirements and plans on the Central Economic Working Conference and the National Conference on Rural Work,Baoding research to speed up the new approach to rural development in-depth。To take effective measures to actively promote their new rural construction,it made a series of achievements。However,the distance from new rural construction also has a certain gap。In this paper the author summed up the rural planning and construction of domestic and foreign experience and lessons,a comprehensive study of the existing rural planning and construction of theory。On this basis,combine to participate in the planning and construction of new countryside Baoding practice,in view of the status quo Baoding problems in rural areas,the author carried out its exploration and research on the new rural planning and construction of ways and means should be taken,approaches and principles,as well as the future development of villages。The author hopes that these methods can be used. to guide the planning and construction of new countryside Baoding a reasonable and orderly development , thus improving the living environment of Baoding and the construction of rural appearance,and enhance the vitality of rural development,improve the quality of life of villagers。The full text is pided into four parts:The first part(the First、Second Chapter): The author put forward a selection of background and significance of the study,explained the purpose of this paper,methods and main content,at the same time introduced the construction of the new rural planning concepts,at the same time carried out the planning and construction of rural reasonable discourse at home and abroad。The second part(the Third Chapter):The author described the status of the planning and construction of new countryside,made the status quo in rural areas that exist in specific issues。The third part(the Forth Chapter):In this section,firstly the author summed up the whole of the Baoding new task of planning and construction in rural areas,the main content and design principles。Then pided Baoding into two part regions with the eastern plains and the western mountains。He combined the status of two regional economic developments and the terrain topography,local conditions of the construction of the new rural planning a comprehensive analysis of various factors on the future development of new rural areas to explore in a rational manner,and put forward specific measures to implement the planning。At last the author discusses how to strengthen the construction of rural management system,to promote the new rural planning and construction can proceed smoothly。The fifth part (the Eighth、Ninth Chapter): Through the example of the planning and construction of new countryside,the author described the method and principles of a new rural construction。And the last he sum up the full text of the content。
