Structural constraints and its countermeasures to contiguous poor areas with particular difficulties: An case study on southern Shaanxi immigration project

Immigrationrelocationofthepoorinruralareasisaneffectivetargetedmeasuretohelppeopleoutofpovertyinthenewnormal.Thestructuralconstraintslieintheheavypressureoflandresourcesandenvironmentalcarryingcapacity,highcostofimmigrationsettlementanddelayedcounterpartfunds,insufficientindustrialsupportanddifficultyinliving-making.Torealizethegoaloftargetedpovertyalleviation,itdemandsdeterminationandcapabilityfromthepolicydesigner,aswellthesocialbasis.Theeffectimposedbythestructuralconstraintstoimplementationofsuchpolicyshouldbepaidadequateattentionbypublicsectors.Itissupposedtochangetheguidingdirectionofthepolicytimelyandtorelievefinancialburdenofimmigrationsettlementandresourceenvironmentalbearingcapacitythroughmechanismofjointeffortsfrominternalandmoreexternalsupport.
