Chinaachievedmajorprogressinlow-carbondevelopmentduringtheperiodofthe11thFiveYearPlan(2006-2010).Theincreasingtrendofenergyintensityandcarbonintensityoftheeconomyasseenpriorto2005wasreversedtoasharpdecreasingtrend,leadingtoa19%decreaseinenergyintensityand21%decreaseincarbonintensityinfiveyears.Theenhancedenergyefficiency,mostlyduetoefficiencyimprovementinpowerandmanufacturingsector,isthemajordriverofthedecreaseincarbonintensityoftheeconomy.Thedevelopmentofrenewableenergy,despiteitsimpressivegrowthrate,playedaminorrolebecauseofitssmallshareintheenergymixofthecountry.Energycon-sumptionandenergy-relatedcarbonemissionsperunitofareainbuildingcontinuedtogrowatalesserrate,which,combinedwiththefastgrowthoftotalbuildingvolume,ledtofastgrowthintotalenergyconsumptionandcarbonemissionsinthesector.Similartrendisobservedinthetransportationsectorwhosetotalenergyuseandcarbonemissionscontinuedtogrowfastdespiteslightimprovementinenergyefficiency.Agriculturalenergyuseexperiencedaslightchangeandforestrymadeamajorcontributiontocarbonsinks.Policyandinstitutionalinnovationshelpedbuildasolidsystemofrulesforlow-carbondevelopment.Improvingcosteffectivenessofthesystemremainsamajorchallengeforthenextfiveyearplanperiod.
