Modelingandreasoningondomaincontextsplayakeyroleforaddingintelligencetocommunicationservices,andtheapproachofcapability-basedrequirementengineeringensuresthescientificityandaccuracyofrequirementelicitation.Thispaperpresentsacapability-basedcontextontologymodelingapproachforcommandandcontrol,communication,computer,intelligence,surveillanceandreconnaissance(C4ISR)communication.Primarily,acapability-basedC~4ISRcommunicationmeta-conceptmodelandaC~4ISRcommunicationcontextmeta-ontologyareconstructed.ThecontextontologyisestablishedundertheconstraintsoftheC~4ISRcommunicationcontextmeta-ontology,andfurthermore,algorithmsareproposedtosupportcontextreasoningbasedondescriptionlogic.Acasestudyispresentedtodemonstrateapplicabilityoftheproposedmethod.
