摘要
TherelationbetweenAnti-terrorismandhumanrightsProtectionisrathercomplicated.BasedonthepracticesinAfrica,thisarticleanalysestheconflictsandcontradictionsbetweenthetwo.Whilecounteringterrorism,governmentshavetotakethedutyofhumanrightsprotectionaswell.Rightsareofkeyimportanceinpreventingandcounteringterrorism.Integratinghumanrightsconstructionintoantiterrorismmechanismisratherhelpfulineliminatingvariousmoodsofdissatisfactionwhichareeasytobreedterrorism.
