Application of WEAP Simulation Model to Hengshui City Water Planning

摘要 LikemanyriverbasinsinChina,waterresourcesintheFudongPaiRiverarealmostfullyallocated.Thispaperseekstoassessandevaluatewaterresourceproblemsusingwaterevaluationandplanning(WEAP)modelviaitsapplicationtoHengshuiBasinofFudongPaiRiver.Thismodelallowsthesimulationandanalysisofvariouswaterallocationscenariosand,aboveall,scenariosofusers'behavior.Waterdemandmanagementisoneoftheoptionsdiscussedindetail.Simulationsareproposedfordiverseclimaticsituationsfromdryyearstonormalyearsandresultsarediscussed.Withinthelimitsofdataavailability,itappearsthatmostwaterusersarenotabletomeetalltheirrequirementsfromtheriver,andthateventheecologicalreservewillnotbefullymetduringcertainyears.Buttheadoptionofwaterdemandmanagementproceduresoffersopportunitiesforremedyingthissituationduringnormalhydrologicalyears.However,itappearsthatdemandmanagementalonewillnotsufficeduringdryyears.Nevertheless,theeaseofuseofthemodelanditsuser-friendlyinterfacesmakeitparticularlyusefulfordiscussionsanddialogueonwaterresourcesmanagementamongstakeholders.
